State parks would be saved and school budgets would be slashed under an operating budget proposed by Senate Democrats on Monday. “This wasn’t an easy budget for any of us,” said Sen. Jim Hargrove, D-Hoquiam. “This is three times worse than anything we felt after Sept. 11.”
